Land South West of Pagham

Site Overview

This site is located on the western edge of the approved Pagham South Masterplan area. This wider development has planning consent for up to 465 new homes. The Pagham South masterplan includes a new mixed use local centre with retail, commercial and community spaces, apartments, and care home. This site benefits from being next to this new local centre and also the new school which will be provided on this land by the developer and WSCC.

 

Pagham village, although separate, forms the western end of Bognor Regis and is well connected along Pagham Road with direct links into Chichester and Bognor Regis. The local area is mainly residential in nature but is also home to several holiday parks, local shops, a hotel, local services and of course Pagham beach.

 

The application is submitted at a time where Arun District Council cannot demonstrate a sufficient supply of housing. This scheme will make a significant contribution towards Arun District Council’s housing delivery targets As such, in line with the NPPF, permission should be granted by Arun District Council unless the adverse impacts significantly and demonstrably outweigh the benefits.

 

The proposed scheme is situated in a suitable and sustainable location for development, next to an approved residential allocation. The proposed development will deliver a substantial package of benefits and is designed to fit seamlessly into the existing Pagham South allocation.

TECHNICAL POINTS

DRAINAGE

Our team have undertaken extensive work to understand the topography and ground conditions of the site and have designed a robust foul and surface water drainage strategy. This strategy links in to and with the approved plans for the wider allocation.

A full Flood Risk Assessment and Drainage Strategy accompanies the planning application.

HIGHWAYS

Highway Engineers have designed this scheme. The highways strategy has looked in detail at Pagham Road and the surrounding highway network. Our modelling shows that the development at Pagham South West will have a limited impact on the network. Mitigation measures are being proposed as part of the Pagham South Allocation and this scheme.

A full Transport assessment assessing roads, junctions, capacity, movement and public transport accompanies our planning application.

ECOLOGY

The site has historically been used as farm land which has provided a low level of natural biodiversity.

 

Our proposals are allowing us to increase the biodiversity on the site creating a net gain of on average 52% across the three metrics, namely Habitat Units (39%), Hedgerow Units (39%) and Watercourse Units (79%).

 

 

 

EDUCATION

The land for a primary school has been safeguarded as part of the neighbouring Pagham South Allocation approved Planning Permission and Section 106 legal agreement. West Sussex County Council will own the school land and can begin construction as soon as they wish.

HEALTH CARE

The neighbouring Pagham South allocation provides a local centre which will include the provision of commercial space. This will be available for a range of businesses to rent. This may include a dentist, opticians or General Practice Doctors surgery.

COMMUNITY CONTRIBUTIONS

This proposal will make a considerable contribution to Arun District Council in the form of a Community Infrastructure Levy (CIL), as well as spending commitments governed by a legal Section 106 agreement.

Housing Supply

Arun District has failed to deliver the required housing numbers over a prolonged period, which has resulted in a lack of market housing supply. In turn this has meant that market housing is becoming more out of reach to young people seeking to get themselves on the housing ladder. The overall lack of supply of homes also means that not enough affordable homes are being delivered in the District.

Affordable Housing

The total supply of affordable housing in the district is well below the numbers the District Council and the Government agree that it should be within the Local Plan. This has resulted in housing waiting lists being very oversubscribed. Families and the vulnerable are therefore unable to find accommodation in the area or are being housed in unsuitable dwellings. ​This scheme will contribute 30 % affordable (36 homes) to assist in alleviating this problem.
